During the 1920s, hospitals began offering services to individuals on a prepaid basis. The first group pre-payment plan was created and introduced at the Baylor University Hospital in Dallas, Texas. This concept became popular and was adapted by hospitals during the Depression when they were facing serious decline in revenues. The original Baylor plan was the forerunner of what we now know as the Blue Cross plans. Physician's and doctor's associations began offering prepaid medical benefits in the late 1930's Blue Shield Plans.
